Project Overview
The Community Pathways Towards Stability and Effective Service Response initiative was implemented by Space of Hope Foundation for Human Rights (SOHF) in Ba’aj District and Al-Qahtaniyah Subdistrict, Ninewa Governorate, Iraq.
The initiative aimed to strengthen community resilience, improve communication between citizens and local authorities, and support community-driven approaches to addressing local development and service-related challenges. Through community dialogue, stakeholder engagement, and practical community support activities, the project promoted social cohesion, local participation, and collaborative problem-solving.

Project Objectives
Overall Objective
To strengthen community resilience and local stability through inclusive community participation, constructive dialogue, and improved communication between citizens and service providers.
Specific Objectives
- Identify and document priority community challenges affecting local livelihoods and well-being, particularly issues related to water scarcity, desertification, agricultural decline, and public services.
- Strengthen communication channels between community members and local authorities through transparent and participatory dialogue mechanisms.
- Promote civic engagement and community participation in local decision-making processes.
- Support communities in developing practical recommendations and locally driven solutions to priority development challenges.
- Increase awareness of citizens’ rights and responsibilities regarding access to public services and community development.
- Encourage accountability and responsiveness among local stakeholders through evidence-based community feedback.
Key Activities
Community Dialogue Sessions
Four community sessions and dialogue meetings were conducted to facilitate discussions between community members, local leaders, government representatives, and service providers.
Community Consultations
Participants identified key development and service-related challenges affecting their communities and proposed practical recommendations to address them.
Stakeholder Engagement
The initiative brought together community activists, women, men, mukhtars, local leaders, and representatives of government institutions to promote inclusive participation and collaborative problem-solving.
Community Library Rehabilitation and Learning Environment Improvement
As part of the initiative, SOHF supported the rehabilitation and improvement of Zahret Al-Nisan School Library in Al-Qahtaniyah. The intervention included the provision of five library shelves, electrical improvements, painting and maintenance works, and the installation of a heating stove.
These improvements contributed to creating a safer, more welcoming, and better-equipped learning environment for students and community members while promoting access to educational resources and community engagement.

Participants highlighted several priority concerns affecting local communities, including:
